Then

Congress authorized the arsenal on July 11, 1862, and Captain T. C. Bradford built it from 1864 on a new rail spur northeast of the city. In May 1864 it issued 10,000 sets of equipment and 5,000 Enfield rifles to Ohio's short-term enlistees, held enough arms for 30,000 men, and shipped two million rifle cartridges, 400 percussion artillery shells and 600 shells for 3-inch guns to other arsenals.

After the war it took in the arms of Ohio regiments being mustered out, repaired turned-in Springfield and Enfield rifle muskets, and by the winter of 1865 held four million cartridges and 10,000 Spencer carbines.
