Progressiveness is not confined to one party, but the distinction between progressiveness and standstillism is more marked in the Republican party than in the Democratic party. This is due to the fact that the Republican party has always been more closely allied with the special interests, so that when the progressive spirit developed there it was more noticeable. The cleavage between the two factions in the Republican party, therefore, is very marked. The cleavage between the two elements in the Democratic party is not so clearly marked, because the Democratic party has always been the more progressive party of the two.
[Reconstruction was detestable] not because the Republican Party was dreaded but because the dominance of an ignorant and inferior race was justly dreaded.
It was plain to see that the trouble in the southern States arose out of the exclusion of the better whites from the electoral suffrage no less than from the admission of the most ignorant blacks.
