Bulloch and Edward C. Anderson bought the Clyde steamer Fingal in September 1861 and loaded her at Greenock in early October with the ordnance they had purchased. She called at Bermuda on November 2 and slipped into Savannah in fog on the night of November 12. The blockade then closed every channel out, and she was rebuilt there as the ironclad Atlanta.
