News of the Trent seizure reached London on November 27, 1861. Within hours Foreign Secretary Russell moved to halt the export of saltpeter, and British India was the only source of the saltpeter used in Union gunpowder. Two days later the Cabinet banned the export of arms, ammunition, military stores and lead. Lammot du Pont, who had bought a large quantity of saltpeter in Britain that he could not ship, negotiated for the embargo to be lifted.
